Fog on the horizon

I'm trying to make the horizon foggy so that it doesn't look like
a sharp line between ground and sky. The problem is that the
fog works on the ground but not on the sky. Here is my code:

sky.texture(env)

grass.wrap(viz.WRAP_S,viz.REPEAT)
grass.wrap(viz.WRAP_T,viz.REPEAT)
terrain.texture(grass)
terrain.emissive(1,1,1)
terrain.command(1,'',0,0)   
clip(0.5, 100)

fog(2,20)
fogcolor(WHITE)
Is there a way to make the sky foggy as well as the ground?
