window offset on windows 7

Hello,

I have some "trouble" with a viewpoint/window offset on Windows 7 64bit professional. See the attachment. When I want to use the vizinfo UI elements, then I have to click the offset distance as well (below it). Can you help me find out what solves this problem?

spec of computer:
AMD Turion X2 RM-70
HD 3650 ATi Mobility Radeon (latest drivers updated)
