small people maker question -translate mode

hello - i read in one of the posts that in order to fix a non existent neck
in vizard when trying to add a custom face, i have to manipulate the face
in translate mode -
the problem is i don't really understate what translate does - when i choose
it and try to change things, nothing visible happens.....
so what does it do?
