Does anyone know how to create a panel with fixed dimensions? How do I set the panel dimensions?

Are you referring to a vizdlg.Panel object? If so, the panel size will not change when the window is resized. The size of the panel is determined by the fontSize and other parameters such as spacing and margin.

Ok, so the size of the panel is determined by the elements that are added?

Yes, the panel adjusts its size to account for all the elements.
